JULIO CÉSAR NAVARRO VILLEGAS (México, 1972) estudió la Licenciatura en Derecho en la UNAM, donde se graduó con mención honorífica en 1997. Por invitación de la Comunidad Europea realizó entre 2004 y 2006 la Maestría en Sistema Jurídico Romanista: Unificación del Derecho y Derecho de la Integración en la Universidad «Tor Vergata» de Roma, Italia. Cursó la Maestría en Ciencias Jurídicas entre 2012 y 2014 en la Universidad Panamericana (México), y actualmente es becario del Doctorado en Derecho en esta Institución.
Ha sido titular de las asignaturas de Derecho Romano I y II en la Universidad Nacional Autónoma de México, la Universidad Panamericana y la Universidad Internacional de la Rioja; es profesor titular de los dos cursos de Derecho Romano y de la materia Derecho Eclesiástico del Estado en la Universidad Pontificia de México; ha impartido cursos de especialización sobre exégesis de las fuentes jurídicas romanas, bases de la argumentación jurídica y oratoria parlamentaria en la Universidad Nacional Autónoma de México; ha impartido seminarios sobre exégesis jurídica romana en la Universidad Panamericana; ha impartido cursos de latín jurídico en diversos estados de la República Mexicana; ha participado en congresos de Derecho Romano y Derecho Protocolario en México; ha sido conferencista de temas relacionados con el derecho romano y el humanismo clásico en diversas universidades nacionales; ha colaborado en la reforma a planes de estudio de la Licenciatura en Derecho en la Universidad Pontificia de México; ha publicado diversos artículos en revistas especializadas del país; ha publicado en formato digital e impreso diversas obras en los ámbitos jurídico, humanista e histórico con el apoyo de Amazon.
